Stakeholders
The NOACA Regional ITS Architecture resulted from the consensus input of a diverse set of stakeholders, encompassing traffic, transit, public safety, and many other operating agencies at local, state, and national levels. It includes both public and private sectors and spans the organizations that manage, support, or are impacted by the surface transportation system, with particular focus on agencies that operate transportation systems in the region.

City of Cleveland | Represents the various departments of the City of Cleveland such as Public Safety, not specifically called out in the architecture. |
City of Cleveland Department of Port Control | The Department of Port Control is responsible for the administration and control of all activities at Cleveland Hopkins International and Burke Lakefront Airports as well as the use of City owned land along Lake Erie and the Cuyahoga River. |
Counties and Cities | Represents the various government departments and agencies of municipalities and counties other than those specifically called out in the architecture. |
County and City Public Works Departments | Represents county and city level public works departments, including engineering/road/traffic departments, throughout the state. |

Cuyahoga County Emergency Services | Division provides at the county level the coordination of emergency services including 9–1–1, hazardous materials, and disaster planning. |
Cuyahoga County Engineer | Engineer's Office is responsible for the maintenance and reconstruction of 220 bridges and assisting municipalities with the improvement of 794 miles of County roadway. It also maintains 22 miles of roadway in the County's two Townships. |
Cuyahoga County Port Authority | The Cuyahoga County Port Authority maintains and operates port authority facilities; maintains and improves all waterways necessary in the development of the facilities of the ports. |

DriveOhio | DriveOhio is Ohio's center for smart mobility. Ohio is home to dozens of public and private entities all involved in the design, development, testing, use and regulation of autonomous and connected technologies. DriveOhio brings all of these organizations together under one umbrella, serving as the hub for all things autonomous and connected in Ohio. Supported by the Ohio Department of Transportation, DriveOhio also works to ensure Ohio's regulatory environment and public policies are conducive to the development of the infrastructure and technologies needed for smart mobility. |

National Oceanic and Atmospheric Administration (NOAA) | Agency of the U.S. Department of Commerce that is responsible for national and local weather forecasting. National Weather Service is an office of the NOAA. |
Neighboring Transit Agencies | Represents transit agencies outside of the NOACA region. Includes Akron Metro RTA, Portage Area RTA, and Stark Area RTA. |
NOACA | The Northeast Ohio Areawide Coordinating Agency is the Metropolitan Planning Organization for Cuyahoga, Geauga, Lake, Lorain and Medina Counties in Ohio. |
ODOT | Ohio Department of Transportation (ODOT). District 3 covers Lorain and Medina Counties and District 12 covers Cuyahoga, Lake and Geauga Counties |
Ohio Department of Public Safety | Statewide agency responsible for emergency operations. Contains the Ohio Emergency Management Agency, the Ohio State Highway Patrol, and the Ohio Bureau of Motor Vehicles. |
Ohio Emergency Management Agency | A division of the Ohio Department of Public Safety, the Ohio Emergency Management Agency coordinates activities to mitigate, prepare for, respond to and recover from disasters, both natural and man–made. The agency interfaces with local, state and federal agencies in an effort to bring resources of recovery and support to Ohioans impacted by the disaster. Ohio EMA agency activities, in addition to disaster response and recovery include: education, training, planning, preparedness, strengthening Ohio's first responder capabilities and improving communication across the state. Ohio EMA's current staffing roster includes nine field liaison positions, each responsible for liaison with and assistance to approximately nine county emergency management agencies. The state is separated geographically into the following sections: northwest, west north central, west central, southwest, central, northeast, north central, east central, southeast and south central. |
Ohio State Highway Patrol | Agency responsible for public safety of freeways, toll road, and state owned arterials. |
Ohio State University | Represents the various departments of the Ohio State University. Departments represented include the Department of Public Safety, the Transportation and Parking Services Department, and the Engineering Department. The Department of Public Safety provides law enforcement, security services, emergency management planning and other public safety services designed to enhance a safe and secure environment on campus. Transportation & Parking Services provides services and support to help create and maintain a safe and orderly campus environment for pedestrians and vehicle operators while also providing a broad range of parking and transportation services. Transportation & Parking consists of many different services designed to address the needs of the University community. These include Campus Area Bus Service; Charter Bus services; construction coordination as it relates to impacts to streets and parking areas; Handivan paratransit services; Vehicle rental services for departmental business; motorist assistance for campus customers; parking enforcement and traffic support; parking and vehicle maintenance services; special events management; traffic signal coordination and repair. The Engineering Department provides transportation research utilizing data from the Columbus Traffic Management Center (TMC). |
Ohio Turnpike and Infrastructure Commission | Agency responsible for operation and maintenance of the Ohio Toll Road. |

Public Utilities Commission of Ohio (PUCO) | Public Utilities Commission of Ohio (PUCO) regulates providers of all kinds of utility services, including rail and trucking companies. The PUCO and the Ohio State Highway Patrol work to ensure that commercial vehicles are traveling safely throughout Ohio. PUCO inspectors regularly conduct roadside safety inspections on CMVs and follow a thorough process to make sure both the driver and vehicle are compliant with state and federal regulations. |
